Many Filipinos aspire to work for the government full-time and permanently. Working in the government as a permanent employee provides job stability, a strong retirement plan, and a competitive income when compared to other public-sector jobs. Joining the public sector is one thing, being a regular employee is quite another. To become a regular government employee, you must first pass the dreaded Civil Service Exam.

What is Philippine Civil Service Exam?

The Civil Service Exam is a Qualification for Filipinos who want to work for the Philippine government.

The Civil Service Commission (CSC) has announced the schedule for the Civil Service Exam – Pen and Paper Test (CSE-PPT) for 2023.

Un-refunded examinees of the cancelled March 15, 2022, CSE-PPT will have a particular application period from December 14- December 21, 2022, to take the March 26, 2023, CSE.

August 19, 2023 (CSE-PPT) Exam

  • Application Period: May 15, 2023 – June 14, 2023

Qualifications

The Civil Service Examination is open to all Filipinos who want to to be eligible for jobs in local government.

  1. You must be a Filipino citizen
  2. A good moral character is required
  3. Must not have been convicted by final judgment of an offense or crime involving moral turpitude, dishonesty, examination irregularity, drinking, or drug addiction
  4. Must not have been dishonorably discharged from military service or fired for cause from any civilian government employment

Requirements

1.Application Form:

  • A properly completed application form (CS Form No. 100, Revised 2016).
  • The Signature and the Right Thumb mark as per CSC shall be left blank as this will be accomplished in the presence of CSC representative/ processor.

2.ID Pictures:

  • Four (4) pieces of ID photos printed on high-quality photo paper
  • Passport size, colored with a white background
  • With a handwritten name tag showing the signature over the printed full name format.
  • Simply tell the photo studio that the shot is for a Civil Service application, and they will already know the standards.

3. Valid ID

  • With a clear picture
  • Date of Birth and Signature
  • Original and Photocopy of the following documents
  • Driver’s license, PRC License ID, SSS ID, GSIS ID, Voter’s ID, BIR ID, Philhealth ID, Postal ID, Current company ID, Current School ID, Police Clearance, Barangay ID.

4. NSO Birth Certificate

If the applicant’s ID does not include his or her birth date, he or she must bring an authenticated birth certificate.

Within 60 days of the exams, CSC will release the official list of passers for all regions in the 2023 Civil Service Exam (CSC-PPT).

Civil Service Exam Passing Rate

To the CSC Regional/Field Office, you must submit a COMPLETE set of application documentary requirements. Dress appropriate clothing while filing an application. SLIPPERS, SHORTS/SHORT PANTS, and SLEEVELESS SHIRT/BLOUSE are not permitted.

The Philippine Civil Service Exam is one of the lowest passing rates across professional exams. This is dependent on the complexity of the exam, the diversity of the background of the examinees, and the sheer number of examinees that take the exam every year. Only 12,179 of the 70,833 test takers passed the CSE in March 2022. This shows that the March 2022 exam had a passing rate of 17.19%. This is a lower passing rate than the previous LET and Bar exams.

The exam passing rate for both levels is 80%.

Civil Service Exam deadline

The Career Service Examination-Pen and Paper Test (CSE-PPT), which includes the Professional and Subprofessional Levels, will draw the most examinees and will be held on March 26 and August 13, 2023. The application period for the 26 March CSE-PPT will be from 22 December 2022 to 25 January 2023.

FAQ

You must submit your Civil Service Exam application in person at the CSC Regional Office (CSC RO) or any of the CSC RO’s Field Offices where you intend to take the exam. To find a Civil Service Commission office in your area, check the Civil Service Commission Office Directory.

The application period for the 13 August CSE-PPT is set from 15 May to 14 June 2023. On June 11, 2023, the CSC will also administer the Basic Competency on Local Treasury Examination (BCLTE). The application period will be from March 13 to April 12, 2023.

The exam passing rate for both levels is 80%.

The CSC exam 2023 Batch 1 is scheduled to be held on March 26, 2023. From December 22, 2022 until January 25, 2023, applications will be accepted. While the target date for the release of Test Results is May 25, 2023.

Arrive at the testing location no later than 6:30 a.m, or as directed by the CSC Regional/Field Offices. – AT EXACTLY 7:45 A.M, THE GATES OF TESTING VENUES WILL BE CLOSED TO EXAMINEES. Examinees arriving after 7:45 a.m. will NOT be admitted to take the exam.

7 October 2022 – A total of 26,307 examinees passed the Career Service Examination-Pen and Paper Test (CSE-PPT) held nationwide last 7 August 2022, the Civil Service Commission (CSC) announced.

The Civil Service Exam, also known as the Career Service Exam, is an exam conducted by the Civil Service Commission (CSC) to determine who is qualified to work in public service.

Filipino citizens must be at least 18 years old and of good moral character to be eligible for the service. Has no criminal record or has not been convicted of an offense or crime involving moral turpitude by final judgment.

After passing this civil service exam, you will receive the Career Service Subprofessional Eligibility, which allows you to work in first-level government positions such as clerical, trades, crafts, and custodial work.

The next Civil Service Exam (CSE) is scheduled for March 2023.

October 18, 2022 – The Civil Service Commission (CSC) announced that on October 23, 2022, a total of 80,805 people will troop to 28 testing centers across the country to take civil service examinations.

Schedule for filing online applications for the civil service exam 2022. You can apply for the exam at any CSC Regional and Field Office from Monday to Friday, 8 a.m. to 5 p.m., without lunch break.

Every year, the Philippines holds two Pen-and-Paper Civil Service Exams. The exams for 2022 were held on March 13 and June 19. There will be no more tests in 2022. The next CSE is set for March 2023.
