The Department of Budget and Management (DBM) has issued the Circular for SRI Bonus 2022 entitled “Guidelines on the Grant of Service Recognition Incentive for Government Employees for FY 2022”.

Service Recognition Incentive for Executive Department Employees

This Order authorizes the grant of a one-time Service Recognition Incentive (SRI) in the amount of Twenty Thousand Pesos (PhP 20,000) to each of the Executive Department staff listed below.

A. Regular, contractual, or casual civil staff in National Government Agencies (NGAs), including those at State Universities and Colleges (SUCs) and Government-Owned or Controlled Corporations (GOCCs);

B. Military Members of the Armed Forces of the Philippines under the Department of National Defense, and Uniformed Personnel of the National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP) under the Department of of Interior and Local Government (DILG), the Bureau of Corrections (BuCor) under the Department of Justice (DOJ), the Philippine Coast Guard (PCG) under the Department of Transportation (DOT), and the National Mapping and Resource Information Authority (NAMRIA) under the Department of Environment and Natural Resources (NAMRIA).

C. Employees in the Legislative and Judicial Departments, as well as those in other offices with fiscal autonomy.

Conditions for SRI Bonus Grant

• Civilian staff are employed on a regular, contractual, or casual basis.
• The personnel are still employed by the government as of November 30, 2022
• The personnel have worked for at least four months as of November 30, 2022
• Employees who have served for less than four months as of 30 November 2022 are entitled to a pro-rated portion of the SRI, as follows:
• E. No additional year-end benefit was provided to employees in FY 2022 over and above the amount authorized by RA 6686, as amended by RA 8441.

Who will receive the SRI Bonus?

Employees in the Executive Department

• Civilian Employees in National Government Agencies, including State Universities and Colleges (SUC). As well as regular, contractual, or casual work with Government-owned and controlled corporations (GOCC).
• Military Personnel of the Armed Forces of the Philippines under the DND, and uniformed personnel of the PNP, BJMP, and BFP, under the DILG. In addition, the DOJ has the Bureau of Corrections, the DOT has the Philippine Coast Guard, and the DENR has the National Mapping and Resource Information Authority.

Workers in the Legislative and Judicial Departments

Employees in the Senate, House of Representatives, Judiciary, Ombudsman’s Office, and Constitutional Offices.

Employees in the Local Government Units

• Employees in LGUs, including those in the Barangay, will receive one-time SRI.

Personnel in Local Water Districts

• Local Worker Districts may also give the SRI at an uniform rate to its employees. Their Board of Directors will decide on an amount that would not exceed P20,000.

Conditions for SRI Granting

The following conditions must be met before SRI is granted:

• Civilian staff are employed on a regular, contractual, or casual basis.
• The employee is still employed by the government as of November 30, 2022.
• In financial year 2022, the employee got no additional year-end benefits.
• As of November 30, 2022, the employee had served for at least four months. See the table below for the percentage of SRI based on length of service.
